asked the Secretary of State for Social Services what consideration his Department has given, in negotiations with the tobacco product industry on advertising, to recent American and Swedish reports of the detrimental effects of smoking during pregnancy upon foetal prematurity, immaturity, perinatal mortality in general and anatomical abnormalities, particularly hare-lip.

In recommending what measures should be taken—both in the context of the negotiations with the tobacco industry, and more generally—to reduce the death and illness caused by smoking, the Department has fully considered all the available evidence relating to the damage to health associated with the habit.
