to ask Her Majesty's Government:

Whether they have yet reached any agreement with the Commission for Racial Equality on the investigation which the Commission proposed to undertake into the administration of the immigration service; and what action is now being taken on this matter.

Lord BELSTEAD

We are advised that the Race Relations Act 1976 gives the Commission no power to conduct a formal investigation in the terms it proposed. Steps have been taken to bring the issue before the courts in friendly proceedings so that the difference of views on the extent of the Commission's powers may be resolved.
