asked the Lord Privy Seal when last he discussed EEC budget problems with his counterparts in the Council of Ministers who represent the Republic of France and the Federal Republic of Germany.

I discussed the budget problem with French Ministers on 23 January and with German Ministers on 18 January. My right hon. and noble Friend has also had extensive discussions over the last few weeks with the French and German Foreign Ministers.
