asked the Secretary of State for Social Services if he will provide additional resources to the West Midlands regional health authority for the new orthopaedic theatres at New Cross hospital, Wolverhampton, and for a fourth orthopaedic surgeon, urgently needed in order to reduce the four-year waiting time for many serious joint replacement operations.

Health authorities are expected to plan and manage their services within the overall resources made available to them and my right hon. Friend has, therefore, no plans to provide additional resources in respect of this individual hospital.
