Caramel can be manufactured from sugar or glucose and when the EEC Common Market organisations for sugar and cereals were drawn up, before United Kingdom accession, caramel was placed within the sugar regime. I recognise that this arrangement does not correspond with modern methods of caramel production in the United Kingdom and elsewhere, and is currently causing problems for our manufacturers. We have drawn this matter to the attention of the Commission and we are pressing the case for transferring caramel to the cereals regime.
