HC Deb 06 March 1980 vol 980 cc289-90W
Mr. Cartwright

asked the Secretary of State for the Home Department what criteria are used in the consideration of draft legislation submitted by the States of Jersey and the States of Guernsey.

Mr. Whitelaw

When, as the Privy Councillor primarily concerned with the affairs of the Channel Islands, I advise the Privy Council whether the Royal Assent should be given to legislation which has been passed in the States of Jersey or Guernsey, I take into account such considerations as whether it affects the Royal Prerogative; whether it might have unacceptable repercussions outside the islands or might breach international commitments; and whether it might infringe the basic principles of good legislation or good government.
