Our distant water fleet is already fishing in the waters of Norway under the provisions of the Cornmunity's 1980 reciprocal agreement with that country. Although I recently discussed fisheries issues with Commissioner Gundelach, we did not discuss access to the waters of the USSR or Iceland. There is no evidence that either of those countries is interested in a bilateral arrangement with the EEC involving fishing opportunities for EEC fishermen.
