asked the Secretary of State for Scotland when he intends to introduce proposals for a new structure of salary negotiating machinery for teachers in primary, secondary and post-school education in line with the recommendations of the Houghton committee in 1975.

My right hon Friend is considering the possibility of legislation, but I cannot yet say when it may be possible to introduce a Bill.
