asked the Secretary of State for Trade what action the Government are taking to reduce disturbance from aircraft noise.

Mr. Tebbit

The most effective way of reducing aircraft noise is to encourage the wider use of noise certificated aircraft. The Air Navigation (Noise Certification) Order 1979 gives effect in the United Kingdom to the latest noise standards agreed internationally. It will enable us to accelerate the retirement of aircraft which do not meet these standards. In addition, we shall maintain, and strengthen where possible measures such as night quotas, and operational procedures, at airports which have been designated for noise abatement purposes under the Civil Aviation Act 1971.

asked the Secretary of State for Trade what is the policy of his Department towards noise pollution levels caused by the number and frequency of flights over urban areas; and to what extent he takes into account movements by civil helicopters; having particular regard to those parts of London where there is a considerable number of air movements from both forms of air transport at low levels.

The Government's policy is to reduce aircraft noise at source through the adoption of noise certification standards, which are being extended to helicopters. Within the London area helicopters normally follow published routes which have been the subject of extensive consultation. This Department lays down specific requirements in the interests of noise abatement for aircraft taking off and landing at the designated airports.
