No. The House of Lords judgment in the case of Express Newspapers Ltd.v MacShane showed that the present law allows virtually unlimited immunity for secondary industrial action against those not involved in a dispute. That is not an acceptable position. That is why we have taken steps in the Employment Bill to limit severely immunity as regards secondary action, and why we have undertaken to review the whole question of immunities in a Green Paper later in the year.
