§ Mr. Mark CarlisleBefore section 22 of the Education Act 1980 was brought into operation local education authorities had an absolute duty to provide free milk to certain categories of pupils, as defined in statutory regulations made by the Secretary of State under the relevant provisions of the Education Acts.
