asked the Secretary of State for the Environment what discussions he has had with local authorities, water authorities and building firms as to the practicability of installing water meters in new domestic properties; and if he will make a statement.

We have not had any discussions on this question to date. Three water authorities have introduced an optional metering scheme for their domestic consumers, and the National Water Council is currently studying the problems associated with the extension of optional metering to domestic households. We shall be looking carefully at their conclusions.
