asked the Secretary of State for Education and Science if he will specify the powers under which a local education authority can ban the consumption, on school premises, of non-alcoholic liquid refreshments; and if he will consider representations made to him by persons aggrieved by such decisions.

There are no specific powers governing this. Articles of government of a school generally provide that matters of internal administration, organisation and discipline are delegated to the headteacher. A person aggrieved by a decision of a head teacher should raise the matter with the local education authority; if a decision of the authority is involved, representations can be made to the Secretary of State.
