§ Mr. YoungerI have decided to propose an amendment to clause 2 of the Local Government, Planning and Land (No. 2) Bill to extend its provisions to Scottish local authorities. This will give me powers to issue a code of recommended practice to authorities on the publication of information and to make regulations backing up that code of practice. I am convinced that the regular and systematic publication of information about the use of manpower by each authority is an important aid to efficient and economic use of resources.
