asked Her Majesty's Government:

What criteria will be used in defining veteran and vintage vehicles which they state in their proposals for a new motor taxation system will be exempt; and which classes of vehicle will qualify for such exemption.

The consultation paper which my right honourable friend the Minister of Transport recently issued on the subject of tax on possession suggests that exemptions or concessionary rates might be suitable for all vehicles over say 40 years of age. Final decisions on criteria will not, however, be made until we have studied comments on the consultation document.
