§ Mr. Buchanan-SmithAs my right hon. Friend said in his statement to the House on 24 July, the Council has agreed that all the internal and external aspects of the regime should be decided at its next meeting in September in order to permit its entry into force on 1 October 1980. We shall exert every possible effort to ensure that this timetable is met and that decisions are taken on a basis that meets our interests as the Community's major producer and consumer of mutton and lamb.
