Mr. Pavitt

asked the Minister of Agriculture, Fisheries and Food if, in the light of the decision by the European Court of Justice in February in the case involving "Cassis de Dijon", he remains of the opinion that milk from EEC member States can be refused entry into Great Britain until either Community health and hygiene regulations exist or the European Court decides in favour of its admission.

Yes. The judgment in question, which arose in relation to the alcoholic content of spirits, confirmed that the protection of public health is among those considerations which may justify a restriction on imports.
