asked the Minister for the Civil Service if, in view of the uncertainty expressed by some civil servants over their future, and the necessity for reductions in public expenditure, he will consider commissioning an independent inquiry into the number of civil servants required to ensure the efficient running of Departments.

Ministers are already examining the numbers of civil servants required for the efficient running of their Departments in accordance with the statement on the efficiency and size of the Civil Service which my right hon. Friend the Prime Minister made to the House on 13 May. I am grateful to my hon. Friend for his valuable suggestion, but do not think that an independent inquiry would be the best way of looking at this problem.
