asked the Minister of Transport if he will initiate a system whereby, to avoid impersonation at driving tests, a photograph of the holder is attached to each driving licence, and the licence must be produced on taking the test.

I will consider any suggestion to reduce the level of impersonation at driving tests although I have no evidence to suggest that the practice is widespread. Checks are made on the identity of candidates. The hon. Member's suggestion has been considered but would not be practicable.
