HC Deb 04 July 1980 vol 987 c742W
Mr. Arthur Lewis

asked the Minister of Transport whether, in view of the growing practice in major towns and cities of vehicles being parked either wholly or in part upon the pedestrian pavements or non-vehicular parts of the public thoroughfares thereby causing dangerous hazards for prams, young children, the disabled, blind persons and the elderly, and damage to pavements, he will initiate a publicity campaign to advise that these practices are illegal and that fines are liable for driving on pedestrian pavements, and that he will seek to take more effective measures to put a stop to these anti-social and dangerous practices.

Mr. Kenneth Clarke

The Department has tried to publicise the circumstances in which parking on pavements is illegal and the possibility of being fined for driving on the pavement, and has stressed the danger and inconvenience to others which such practices cause.

We will continue to seek as much publicity on the dangers and penalties as we can, and we hope that police forces will enforce the law within the reasonable limits of their resources.
