asked the Secretary of State for Social Services if he is satisfied that the annual return by whole-time consultants in the National Health Service, certifying that their gross income from private practice does not exceed 10 per cent. of their gross salary, constitutes an adequate check on the proper operation of their contracts.

Yes, since I consider the system will work most satisfactorily on the basis of a large measure of trust and confidence between employing authorities and consultants.
