§ Mr. Greville Jannerasked the Attorney-General whether he will institute an inquiry into the system whereby a successful plaintiff who loses an appeal must pay the costs of that appeal as well as the costs in the court below, so as to introduce a wider discretion for the avoidance of hardship.
