Mr. Greville Janner

asked the Attorney-General whether he will institute an inquiry into the system whereby a successful plaintiff who loses an appeal must pay the costs of that appeal as well as the costs in the court below, so as to introduce a wider discretion for the avoidance of hardship.

If the hon. and learned Member will explain his proposal in greater detail, I will see that it receives proper attention from the Supreme Court rules committee, which exists for this purpose.
