§ Sir George YoungThis is not a matter for direct control by the Government but by those who manage theatres, cinemas, restaurants, public transport and public places generally. Non-smokers are now in the majority. Public expectations have changed. It is for those who must smoke, not for non-smokers, that special places should now be set aside. This shift of emphasis, to establish non-smoking as the norm, we aim to secure as widely and as speedily as we can.
