I appreciate that authorities face difficult decisions in discharging their responsibilities to all disadvantaged groups, but, as the Government have made clear, authorities must be allowed to make the best arrangements that they can within the resources available to them.

asked the Secretary of State for Social Services whether he will publish in the Official Report a list of the county councils which have registered their chronically sick and disabled in accordance withe the Chronically Sick and Disabled Persons Act; and if he will express the total numbers of registrations as a percentage of the estimated figure.

All social services authorities maintain registers of chronially sick and disabled people in their areas by specified categories. For the total numbers of registration I refer the hon. Member to the reply I gave to the right hon. Member for Manchester, Wythenshawe (Mr. Morris) on 6 November 1979.—[Vol. 973, c. 161.] Prevalence rates for disabled people vary from area to area and it is not possible to relate numbers registered and estimated totals.
