asked Her Majesty's Government:

Whether they intend to increase the availability of information on the disposal of effluents and wastes through the keeping of a public register by each water authority of consents to discharge.

I think that the noble Lord has in mind Section 41 of the Control of Pollution Act 1974, which provides for the keeping of public registers. Her Majesty's Government are considering the programme to be adopted for the implementation of this and the other outstanding provisions of Part II of the Act. There will be an announcement as soon as possible.
