asked the Secretary of State for Social Services what steps he is taking to implement the powers available to him under the Immigration Act 1971 in connection with the charging to carriers of the return of foreign nationals arriving sick in the United Kingdom.

When a sick passenger who has been refused entry is fit to travel, directions for his removal are given to the carrier under paragraph 8 of schedule 2 to the Immigration Act 1971, unless the circumstances are such that directions have to be given under paragraph 10. When directions are given under paragraph 8, the cost of removal, including the expenses of any medical escort, fall on the carrier.
