§ Mr. Whiteheadasked the Secretary of State for the Home Department when he will publish the review of the television levy carried out by the Home Office and the Treasury; whether the review of the levy took into account the secondary rentals system in commercial radio; and whether, in view of the statements by Lord Belstead on 15 October and 3 November that secondary rental disbursement is on grant, under section 26 of the Broadcasting Act 1980, such grants have been authorised, and to whom, prior to 13 November 1980.
§ Mr. BrittanWe are not yet in a position to say when the review of the independent television levy will be completed. In this review, we will also take account of the implications for the ILR system. As neither section 26 and the related schedule 4, nor section 27 of the Broadcasting Act 1980—which deal respectively with rental payments by local sound programme contractors and grants by the authority to local sound programme contractors—has yet come into force, no grants have been made by the authority under these provisions
