Mr. Arthur Lewis

asked the Minister of Transport whether he is now able to state when he expects to implement section 7 of the Road Traffic Act 1974 prohibiting the parking of vehicles on verges, central reservations and footways, as this is causing pain, suffering and hardship to the blind, disabled, mothers with children in prams and also heavy pedestrian pavement repairs to local authorities which have now been advised to limit their public expenditure.
