Mr. Colvin

asked the Secretary of State for the Environment what has been the response of local authorities to his departmental circular No. 1278 on the question of mobile homes; and if he will make a statement.

Mr. Geoffrey Finsberg

Circular 12/78 advised local authorities about the exercise of their responsibilities in relation to various aspects of mobile home provision. It did not call for a specific response and no arrangements were made for monitoring local authority reaction to its advice.

asked the Secretary of State for the Environment what is his Department's latest estimate of the number of mobile homes in England and Wales.

A survey carried out by the Building Research Establishment estimated that in 1975 there were 67,000 mobile homes used as permanent residences in England and Wales. The national dwelling and housing survey in late 1977 estimated that there were some 46,500 households in England living in mobile homes and caravans. Both estimates are subject to considerable margins of error. No later figures are available.
