asked the Secretary of State for the Environment whether he will take powers to enable him to restrict increases in water charges.

Mr. Fox

We have no plans to do so. It is for water authorities to do what they can to restrict increases in their costs, but, as I have told my hon. Friend, we have urged upon them the necessity to keep charges as low as is consistent with their statutory responsibilities.
