asked the Secretary of State for the Environment what is his estimate of the percentage cut in expenditure at constant prices by local authorities that would he necessary for average rate increases to be zero in the light of the rate support grant settlement.

I refer the hon. Member to the answer my right hon. Friend gave on rate increases during his statement to the House on the rate support grant settlement on 16 December.

67. Mr. Butcher

asked the Secretary of State for the Environment whether he has any further information as to which councils are still refusing to implement the right to buy.

Mr. Stanley

Only one council, Greenwich, has passed a resolution refusing to implement the right to buy. Harlow and Leicester have passed resolutions refusing to sell council houses during the moratorium.

Greenwich and Harlow are reconsidering their positions. On Leicester, I refer my hon. Friend to my answer to my hon. Friend the Member for Harborough (Mr. Farr) today.
