§ Mr. Kenneth ClarkeThe placing of barriers across roads as part of traffic regulation schemes can bring substantial environmental benefits in residential areas. Clearly, arrangements need to be made in such cases for access by emergency services. The parking of vehicles so as to cause a danger or obstruction is an offence. The responsibility for the enforcement of parking regulations lies with the police authority concerned.
