§ Mr. Nicholas Wintertonasked the Secretary of State for the Environment if, with a view to preventing the purchase of dogs by or for persons unwilling to take responsibility of ownership, he will take steps to increase the price of a dog licence from 37½ to £5 for all owners under the age of 60 years and to make a dog licence free for all owners over the age of 60 years.
