asked the Secretary of State for Social Services how many secure places there were in community homes, observation and assessment centres and youth treatment centres in England and Wales on the most recent convenient date, and how many more secure places are planned or under construction.

The average capital cost in 1979 was about £20,000. Information on revenue costs is not available centrally.

The two existing youth treatment centres were built at different times in the late 1960s and mid 1970s. I cannot say what the capital cost of a new centre would be now and there are no plans to provide one. The running cost per place of the centres in 1979–80 was £24,000 (provisional).
