asked the Minister of Transport what consideration he has given to the hardship that might be caused to pensioners and others on low income by his proposal to charge road fund tax on vehicles even if their owners decide for a period of time, that they cannot afford to put them on the road.

Mr. Kenneth Clarke

The consultation paper issued on 17 July followed extensive consideration of the implications of the proposed changes in the basis of taxation. The paper proposes exemptions for cars laid up for prolonged periods. We shall, of course, be considering all views put to us on this and other aspects of the proposals.
