§ Mr. David Youngasked the Minister of Transport what are the criteria used for the issue of catering contracts to motorway service areas.
§ Mr. FowlerMy Department has not previously granted contracts purely for catering at motorway service areas. Tenders have been invited for the development of new sites as a whole and for the provision of the full standard range of services although the operator could sublet various services including catering. The lease is then awarded to the tenderer who makes the best financial offer, provided that the proposed development is satisfactory in other respects. I am, of course, currently offering for sale at a premium the major part of the Government's interest in existing service areas on new long leases. § Mr. David Youngasked the Minister of Transport, further to his replies to the right hon. Member for Rutherglen (Mr. MacKenzie) and the hon. Member for Hackney, Central (Mr. Davis) on 23 July, c. 474, in what ways competition will secure lower petrol prices and quality in catering in motorway service areas in circumstances when such areas are controlled by one operator who has a monopoly of sales there.

§ Mr. FowlerMotorway service areas are in competition with each other and with the alternative services that may be found near motorway junctions. This competition will be enhanced by my proposals to give motorway service areas greater freedom over the services they offer. I also intend that in future signs advertising motorway service areas will show not only the next two service areas on the motorway but also a "star-rating" of each so that the driver can see quickly and easily the quality of service available.
