§ Mr. FowlerI propose the planned phasing out of sub-units by the transfer of their work to consultants, who have a larger part to play, and also to agent authorities where the case made by county councils clearly makes good sense. My Department is proceeding with a detailed action study to provide the basis for decisions implementing my policy. I pay tribute to the help given in this work by Sir Derek Rayner.
