§ Mr. StanleyDetailed records of local authority costs in the administration of building control have not hitherto been generally available. A special survey was made in 1977 by a sample of local authorities, which were invited by their associations to make returns of numbers of applications by purpose, group and size. This information, adjusted to reflect increases in costs and other changes since 1977, as well as comments received in the process of public consultation since last November, was used together with the latest available estimate of total costs of building control as the basis of the present fee scale.
