§ Mr. Skeetasked the Secretary of State for Energy if he will renegotiate participation agreements to enable companies which have become short of crude oil through the Organisation of Petroleum Exporting Countries policies to have greater access to their own oil which is currently being made available up to a substantial percentage to the British National Oil Corporation.
