Dr. Mawhinney

asked the Secretary of State for Education and Science whether he plans to issue guidance to local education authorities broadening the categories of further education to be given special consideration for student grants.

Dr. Boyson

Local education authorities have a duty to make awards to qualified students taking full-time courses for first degrees and comparable qualifications and for certain higher diplomas, and for courses of initial teacher training. The scope of this duty could be extended only by legislation. Local authority awards for other courses are made at their own discretion and it would not therefore be appropriate for my right hon. and learned Friend to issue guidance.
