asked Her Majesty's Government:

Whether it is proposed in future, picnicing, exercising dogs off leads, horseriding, camping, kiteflying and other recreational activities at present enjoyed by local residents in the Kennet district of Wiltshire will be prohibited; and Whether the proposed new by-laws for the Salisbury Plain military district will affect 21 parishes in the Kennet district of Wiltshire.

The Ministry of Defence is in the initial stages of amending the existing by-laws for the Salisbury Plain Military Lands. It is not proposed in the amended by-laws to prohibit on military land the various recreational activities listed by the noble Baroness. These activities will be allowed when and where the military use of the land makes this possible. Nothing in the new by-laws will affect the lawful exercise by any person of the many public rights of way on the military land. The proposed revised by-laws will affect land in 23 parishes in the Kennet district of Wiltshire.
