asked the Lord Privy Seal what action he is taking within the European Community to ensure co-operation on worldwide problems while eleminating internal policies and injustices within the Community.

The Government, as my hon. Friend suggests, are working within the European Community in support of closer co-operation on world problems. This is in parallel with the pressing task of securing improvements to internal Community arrangements, notably the unacceptable situation on British budget contributions. Recent examples of successful Community co-operation are the development of a common Community position in the multilateral trade negotiations, in the international energy discussions, in the negotiations for the conclusion of the new Lomé convention and in the North-South dialogue with the developing countries.
