Mr. Faulds

asked the Chancellor of Exchequer whether, when drafting the revised Treasury memorandum entitled "Capital Taxation and the National Heritage" as announced by him for issue in 1980 in his written answer to the hon. Member for Warley, East Official Report, 7 November, column 182, account will be taken of paragraph 51 of the third report of the Expenditure Committee—Environment sub-Committee—of Session 1977–78, which recommended the re-insertion after paragraph 46 in that memorandum of the provision which is still in force relating to conditional offers in satisfaction of tax and which appeared in the second half of paragraph 15 of the previous Treasury memorandum of October 1973; and whether the mention in that paragraph 15 of the National Art Collections Fund and the Friends of the National Libraries will be similarly re-inserted.
