§ Mr. Michael RobertsSubject to the satisfactory completion of statutory procedures and contractual arrangements, I hope that new starts will include among the major schemes phase I of the ASS Colcon scheme, the Hawarden bypass, the Carmarthen southern bypass and the widening of the M4 between the Coldra and Caerleon interchanges; and among smaller schemes the Pontyfenni diversion on the A40. The projected programme for 1980–81 is being drawn up and the main items will be published in due course as an appendix to the Supply Estimates.
