§ Mr. WhitelawAction to reduce opportunities for shoplifting is primarily a matter for individual retailers, and both we and the police continue to encourage them to take practicable preventive measures. We are also studying the proposals contained in the report on shoplifting which my hon. Friend sent to me earlier in the year, and hope to write to him shortly.
