asked the Minister of Transport what steps he has taken to initiate before and after studies of new motorway and trunk roads in accordance with the recommendations of the Leitch report; and whether he has done this in particular for the motorway and trunk road network in Lancashire and West Yorkshire.

In addition to two series of studies specially undertaken on behalf of the Leitch committee and its successor standing advisory committee, arrangements are now being made for traffic to be counted on all new trunk roads. Some traffic counting is already in progress on new roads in Lancashire and West Yorkshire. Procedures are being developed to evaluate the data produced and these will take account of the time traffic patterns take to adjust and the fact that scheme forecasts are normally made for a design year 15 years ahead.
