§ Mr. Kenneth ClarkeThe responsibility for deciding what local road schemes such as Cumnor Hill to undertake lies with the county council, as highway authority. The prediction of traffic figures is a difficult and uncertain process which is constantly kept under review and whenever possible improved for trunk road schemes by our Department.
Cumnor Hill is an old and isolated case which is wholly untypical of trunk or local road scheme traffic forecasting.
