§ Mr. FowlerI answer only those questions for which I have Ministerial responsibility. There are no topics within that responsibility where I have a "practice" of declining to answer, on grounds other than cost. I would not expect to comment on matters which come within the day-to-day management responsibility of the nationalised transport industries because those matters are not within my ministerial responsibility.
