§ Mr. LuardI imagine that the hon. Member's question relates to a speech by the Prime Minister of South Africa in which he referred to a SWAPO proposal in February that its 2,500 guerrilla forces should be confined with their arms and ammunition in the areas listed by the hon. Member. The Secretary-General pointed out in a letter to the South African Prime Minister that this suggestion was not compatible with the five Western Governments' proposal for a settlement. It was, therefore, not incorporated in Dr. Waldheim's report of 26 February to the Security Council. In that report Dr. Waldheim proposed that any SWAPO armed forces actually in Namibia at the time of the cease-fire should be restricted to bases at designated locations inside Namibia to be specified by Dr. Waldheim's special representative after necessary consultation. Dr. Waldheim has said that his arrangements for a cease-fire are designed to ensure that no party to the conflict gains after the ceasefire a military advantage which it was unable to obtain before it.
