Mr. Ian Lloyd

asked the Secretary of State for Foreign and Commonwealth Affairs whether the five Western powers gave a specific undertaking to the South African Government that they would endeavour to keep the question of Walvis Bay out of the Security Council.

It is not our policy to reveal the contents of confidential exchanges with other Governments. However, the South African Government was aware of the five Western Governments' view that the controversial question of Walvis Bay would inevitably arise in any consideration of the five's proposal by the Security Council and of our hope that it could be kept separate from our proposal for a general Namibian settlement.
